Rumours were awash among the peasantry. The Targaryens were rebuilding the Dragonpit. Fear ran through those unwashed masses the way drink ran through a lightweight. A terrible fear that the Dragons had been revived was resounding around the city. To quote a famous general from a different universe;
"Fear! The City is rank with it!"
A long line of craftsmen were moving their tools and equipment to the project. They had to pass through the ring of 2000 Goldcloaks Aerys had ordered to secure the perimeter. it was clear he wanted nobody in or out. This was to be a fortress after all, even if the mob didn't know it. Aerys himself stood in a clear section of the dome, surrounded by master builders, architects and maesters. It was obvious he was going to be ambitious.
"I want the Dragonpit to act as a second fortress within walls of the city. It must be a strong line of defence that we can retreat to, should the walls or the Holdfast fall. We will need thick walls, arrow slits, heavy gates and portcullises. I want 5 floors built within the dome itself, these will hold the Armory, Offices, Map rooms and the Headquarters of the Goldcloaks.
In terms of Barracks for the city watch and for the Royal Cavalry, we will build stables on this level, while we will tunnel the warrens of passages beneath into the quarters of the troops. I want a secondary gate, lower down on the hill created by tunnelling out, to provide a means of escape. In addition to that, I want a large passage dug beneath the city to the Holdfast, in order to allow either the defenders of the pit or the Holdfast to retreat or reinforce the other keep. Both ends of these tunnels must be fortified with portcullises and heavy metal and timber doors.
I want another room, isolated from the rest of the keep, with walls of stone 6ft thick created. This will hold wildfire. It must have direct access to the secondary gate out of the hill.

Aerys didn't look at the men, instead watching a crane being built to remove the heaps of rubble from the inner dome. When his curiosity had ebbed, he turned to them. "You will take everything you find in this place directly to me. I will personally decide how important any artefacts are. Any man who flaunts this decree will lose his head. Do you understand?"
