Baktrian mission broken.

I was trying to play as Baktria and got the mission to upgrade the walls in Alexandreia-Eschate. Having upgraded said walls, I was surprised to receive a message telling me that I had failed the mission. I tried using the console to upgrade it to a city but it changed nothing. Is this a bug or must I do something else?

The walls in Alexandreia-Eschate are already big enough for the trigger; I'll ask some questions.

Yes, the target is to get wooden_walls, rather than the pre-existing wooden_pallisade.
