Warhammer Total War is still young as a game, and yet it is clear there is so much potential that it will likely receive multiple expansions and DLCs over its life cycle. Since it's drawing on an already existing and fleshed out block of lore, one can make some suppositions as to what future content there might be. Here are my thoughts.
There will be new races added to the roster, and depending on what direction the developers take they will likely be ones that are more central to the main storyline of Warhammer such as High Elves and Skaven (with known and well storied heroes/villians) as opposed to more secondary/off shoot races (with fewer legendary heroes) such as Wood Elves and Beastmen. In my mind, the next race(s) added to the game is/are:
Skaven (Legendary Lords are Queek Headtaker, Thanquol&Boneripper, and Ikit Claw)
High Elves (Legendary Lords are Tyrion, Teclis, and Alarielle)
Chaos Daemons (Legendary Lords are Skarbrand, Ku'gath Plaguefather, and Fateweaver)
Of these Skaven is probably the most likely to be next, given that High Elves would require the integration of Naval elements and Chaos Daemons might step on Chaos Warriors a bit (though a campaign where you start in the realm of Chaos and have to battle the other gods for dominance before attacking the mortal realms could be very interesting). However, since the Chaos Warriors Legendary Lords are either Ascendant (Archeon), Unaligned (Kholek) or Slaanesh (Sigvald) having the option to represent the other 3 gods in a Daemon campaign would make Chaos more complete.
I feel that two Legendary Lords per faction is not enough to fully flesh them out, so in future expansions I expect each of the base factions to get another one. There are many options, but the most likely choices will feature those with different playstyles to the current LLs. I'm sure a few will disagree, but here are my favourites:
Empire - Volkmar the Grimm (would probably feature bonuses to Flagellants and Warriors Priests, and interact extensively with Vampire Counts)
Dwarfs - Thorek Ironbrow (some interesting options involving Runic Empowerment and more powerful spells then Dwarfs usually have)
Orcs & Goblins - Skarsnik (because they have no Goblin LLs at the moment and because he's a direct foil to Queek)
Vampire Counts - Vlad Von Carstein

Dark Elves, Ogres, Bretonnia, Beastmen, Wood Elves, Tomb Kings and Lizardmen could very well be incorporated later, but they are not as central to the game as the three races above (and the five core ones) and so likely won't be added until later. Even then, they could end up being DCs like Chaos Warriors.
