I don't think so. You have to give access for the faction to the unit for the campaign in a different table (units_to_military_groupings or so) but it seems to be a unit of the faction already. Or is it a custom battle unit only? There are also units which require more than one building. With your settings you also don't get the unit with tier 1 or 3 buildings of the line of course. Are you sure your mod.pack is working at all? You seemingly have to have administrator rights in Steam to make a separate pack working, I heard currently.
Recruitment works just like since Rome2, so you need that table you used (as said, you need a line for each building level you want it, not only the first) and a military grouping permission (one of the last tables starting with units_). The only additional reference (and an optional one) seems to be in main_units where you can dictate a secondary building necessary to unlock it.
