You'd have to mod the EDU (export_descr_unit.txt) yourself to get that. You'd have to keep in mind that 250 is the limit of a unit's regular soldiers on huge unit size, with officers/banner carriers adding another few man if present. Another thing to remember is that the unit size in the EDU is the one when playing on normal unit size, so 100 is the max number as playing on huge multiplies size by 2,5. You'd have to unpack the file first though and change every unit one by one.

Can you explain your question? I am unsure what you are asking. As far as I know there is no mod that does this so you'll have to do it yourself. You have to extract the file first from the .pack files as explained in one of the links above. Then you can edit the file in Notepad or Notepad++. You can find the value you want to edit, in this case unit size, in the other link above. You have to alter that value for every unit you wish to increase in size. Keep in mind here 100 is the max value and if you wish it to be somewhat balanced. Having your heavy cavalry or dismounted knights the same size as town militia is not of course.

Increasing the unit size value by 10 adds 25 men on huge unit size. So 100= 250, 80= 200 and 60= 150 for example. If you want to keep unit ratios the same you'd have to add 2/3rd of the unit's value on top of it if you wish to increase the biggest unit size from 150 to 250.
    I.e. 150+(2/3*150)=150+100=250

When done you place the file in the medieval 2 data folder. Alternatively download Gigantus' bare geomod or bare kingdoms* and put your altered EDU in the data file there, this will leave your Medieval 2 untouched.
*I am unsure which one but I am counting on Gig to read this and reply to correct me and tell you more.

Note: the EDU also contains ship entries, don't know what the limits there are and they're unnecessary to touch.
