Skaven need a major map expansion in my opinion though they are the race I am looking forward to most.
I feel the map needs Beastmen more than anything but I can't imagine Beastmen without Wood Elves so those are my top picks for DLC.

I agree with you about skaven. In my opinion, Skaven need an underground map completely separate to the current map. Takes regional occupation to a whole new (necessary) level. Skaven don't conquer a city. They make it disappear and dwell in the secret cave cities beneath.
Wood elves + beastmen can both be added without real map expansions. Beastmen showing up in your regions due to chaos corruption would be a good mechanic, because then they would coincide with the regular chaos attacks.
Also, maybe beastmen would provide a threat to the wood elves would might otherwise camp in their woodland home the whole time.
However ogres would be cool because they'd have an entire army of huge creatures. Your army would be like 300 soldiers.
I'm told there are lizardmen in the Warhmmer universe. I want to be the lizard king! I just googled skaven and it looks like they are rat people. If I can't be the lizard king, I'll take being the rat king!
Lizardmen live in lustria, basically south America. They won't be added til a later installment of the game.
Skaven also need a major map expansion, most likely, but i'm glad you're excited for them.
If anyone is wondering, this is a synopsis of the other races:
- beastmen are half goat/rams and half men. They are chaos beasts and would likely be a raiding/pillaging horde faction
- ogres are huge troll-sized creatures. Their army is entirely comprised of these creatures, except for even larger monsters. I could see them being a horde faction or a regular faction. They live beyond the mountains to the east, so they'd likely have to bypass the dwarfs to attack the rest of the old world.
- wood elves are obvious. Elves and trees, sneaky ambushy and rely entirely on missile weapons.
- tomb kings are undead Egyptians. Chariots, mummy's, skeleton archers, and magic.
Also Daemons are like chaos, except they have a few interesting quirks. Like they are all themed to be like one of the 4 chaos gods. They have no armor, instead they have magical ward save protection. They all do magic attacks, so resistance to magic is good against them.

Tomb Kings would be great.
But Beastmen definitely should play a bigger role than they do at the moment, which is just an event or two.
Not a different race, but Estalia and Tilea and Kislev and all the other, non-Imperial factions really need to be fleshed out better. Estalia is a major faction in my latest campaign, and it's kinda weird when they praise Sigmar.

My vote goes to the Tomb Kings. I just hope factions GW have abandoned get a go like Beastmen (although I don't care for them myself).
I'm also hoping that CA will eventually use this game as an excuse to flesh out the minor factions that are not represented in the models like Nippon, Albion, Cathay and Araby. It would be brilliant if they just appeared as minor factions with a bare bones unit roster one day. Otherwise, I can always pray to the modding Gods.

Basically, I want them all... And unfortunately they will be happy to sell them to me...
It will involve DLC whoring but:
-I would really like to see Khorne, Slaanesh, Tzeentch, & Nurgle armies maybe with Archaon as a "Pope" like in Med 2.
-I would really like to see Dogs of War factions across Tilea, to be able to hire them and to have Tercio style units.
-Belakor as a anarchist daemon faction trying to sabotage Archaon.
- Tomb Kings and maybe an Araby faction (since they are in Warmaster, why not?)
I think they will probably include Ulthuan, Naggaroth and Lustria in one separate campaign map, so I suspect that Lizardmen, High and Dark Elves and maybe Clan Pestilens Skaven and a Slaaneshi "Norse" Hung tribe.
The only question is what will the third campaign pack be? I can't really see it being Ogres and Chaos Dwarves
And those will probably be it for first part. Estalia, Brettonia, and Border Princes and Kislev. Might come in packs for some
Lizardmen, Skaven and Beastmen.

I am not fond of Skaven as a race but as an army they sound interesting enough.
