Campaign map stuttering?

I have an AMD 6850, i7 2600k processor, and 12gb of ram. I am running the game on lowest settings, yet there is so much stutter on the map. It looks like it is because of my processor, as my cput usage history shows that one core is hitting 100%. Is anyone else experiencing this problem? Shouldnt the i7 2600k be powerful enough to run this game on lowest settings?

it is a designed behaviour that 1-2 cores are hitting 100%.
