does anyone know how to make a minor faction have civil wars WITHOUT EDITING THE STARPOS

I've tried using the Rebels as a civil war faction in the DB folder (ex. Rom_Meroe = Rom_Rebel_African)
I've also tried using the DLC counterparts as civil war factions (ex. Rom_Meroe = Emp_Meroe)

I've got the politics all sorted out and I'm at like 100% probability for a Civil War, but nothing ever happens.

I have had desertions occur recently. Not sure if thatis connected somehow.

Is their an event that needs to be added?

I'm at my wit's end, but I feel I'm so close.
