Rebuilding Crow's Barren

Before traveling up North, the young Lord Jon Arryn travels along with his company of household knights and Ser Denys Arryn towards the Scorched Vale to request an audience with none other than Lord Hardyng himself, the overlord of the surrounding territory. While they rode through the Vale after several weeks, Jon was also able to take a look into the western direction, where according to his uncle the so-called Crow's Barren was. What it actually was in the past nobody could really tell him - some said it was a castle, others claimed it to be just a mere town or village, which got destroyed by either the Mountain Clans or during quarrels with the North, thousands of years ago.
Since letters were send out already, the High Lord would probably know the reason of their arrival, while hopefully welcomeing his overlord more heartly with recent conflicts being put to an end.
OOC: Both Jon and Ser Denys have +1 Charisma, should it be needed in some ways.
Otherwise needs a mod, who RPs Lord Hardyng as this short roleplay is about rebuilding Crow's Barren and the Arryns offering the Lord the financial methods to actually achieve this.

Lord Hardyng greeted he Arryn party at his gates. "My lords, we heard you were coming. TO what do we owe this visit?"

The young Lord smiled friendly towards Lord Hardyng, Ser Denys remaining so far behind him.
While Lord Jon was uncertain what to say, a nod of the Lord Protector was enough to grant him the courage to speak with the High Lord, why they came me.
"The honor is at my side as well, Lord Hardyng", the young man stated then, while hoping that he made so far a good figure, "With recent wars in the Vale being put to an end and hopes to push back the Mountain Clans being restored, I hope to make the Vale a safer place than before the war. On... on suggestion of my uncle Ser Denys I was told that your lands inhabit a region, which people tend to call Crow's Barren, while historical documents at the Eyrie couldn't tell us, what kind of place it was before."
He paused for a bit, continiuing again after a short look towards his uncle.
"We... we seek to rebuild the place to it's former glory in light of recent events, so House Hardyng can serve the Vale better as a shield of our country side against any invaders by the Kingsroad or perhaps gain more wealth by a new settlement", Jon then continiued, "House Arryn would be willing to pay the entire costs, regarding the re-construction and support House Hardyng in choosing their own Valesman vassal, who shall oversee the neighboured region. Anyone, who is willing to become Lord or Lady of Crow's Barren has to swear fealty towards you directly."
OOC: Costs of rebuilding Crow's Barren should be 80,000, if I'm not mistaken - I will pay the full cost while I would also invest more money if it grants me other RP advantages, say for example finding something of whatever worth during the excavations at the place. Though that's up to the mods, as I'm aware that Crow's Barren is neither Summerhall nor Oldstones.
In the end Lord Hardyng should however profit from the entire thing, given the terms under which I rebuild the place.

Lord Hardyng considered the proposal. He did not know exactly what to think of Arryn. Egen's propoganda had cut some rifts in the Vale. "And you'll pay for it all yourself?" he rubbed his chin
ooc: Rebuilding a ruined Holdfast gives you the advantage of having another lordship in the Vale with men to supply to the levy and another castle to defend, I will not be rolling for the discovery of artifacts that have value beyond that absent some good reason to, such as investing more money for that express purpose.

"Aye, mylord", he replied honest, "We have no interest in leaving a border of the Vale towards the other kingdoms uninhabitated nor undefended. And House Arryn can afford the payments."

"Very well" Hardyng replied. "I shall welcome this improvement." He replied.
ooc: I'm going to do a roll to determine if Hardyng invests the money wisely, embezzles it, or totally mismanages it. The likelihood is everything goes as planned, but I have to leave the possibility of stupidity

Within the next months, House Arryn would provide House Hardyng with the required gold to reconstruct the province as planned. 80,000 Gold dragons, being held back for this sole case, benefitting the Lord of Hardhome in terms of rebuilding a vassal province.

OOC: So Crow's Barren will be build in a year, I guess.
Also, since Hardyng is allowed to choose a vassal for the province, will he choose a member of his own family or someone else from the Vale?
Just so I know, if I ever have to deal with Crow's Barren again.
