    Default Long shot, but can raiding only target enemy ports?

    I've never used the navy to its full potential. Call me weird, but EU: IV has given my bad habits. If my army can reach it by marching the navy is an luxury not a necessity.

    I been using it a bit more and is there a way to make raiding only target the enemy? I don't understand why raiding gives my own ports a negative public order penalty. My ships aren't attacking ships going to my own port.

    If you set them to raid in enemy waters it should only apply the penalty to the enemy only. This is true even inside the same sea region. I'm using Massalia and it works when I raid the beach region near the Volcae.

    And the absence of Break Trade Agreement option means I'm raiding exactly that very route along with Carthage.

    You are raiding too close to the border, if you move further into enemy territory then raid it will affect them rather than you I believe

    If you raid enemy land's or an enemy port, you are in effect raiding the faction's that are trading with the enemy you are raiding. It would be nice to be able to see which factions are trading with each other.
