    Default Upgrade early to late units after Polybius reforms?

    I got the Polybius reforms a couple of turns ago. I can build early and late model units, but I cannot upgrade any of my current units. I'm in the same province that lets me build them, but there's no indicator that they can upgrade at all.

    Does it take a few turns to become available, or is something weird going on?

    No submods or anything other than DeI.

    Is there a tech that has to be built in order to upgrade?
