I am trying to figure out a way to better optimizing buildings within the same province.

1. I noticed some buildings have major city version and minor version (i.e. religious buildings, ports). My question is what about City Center, Sanitation buildings and military training buildings? Do they have 2 versions as well? The way I figure is if they do, I better concentrate them in the capital and do other buildings in minor cities.
2. Military training buildings(not the recruitment ones): do they have to be in the same city as the barracks? Or it's ok as long as they are in the same province?
