    Default German reform not triggering

Hey guys I'm having a bit of trouble with my Leugoz campaign. I have reached the turn limit for them to trigger and then some but they still won't trigger. I have seen multiple other factions' reforms trigger, but I'm still stuck with the starting units. Am I doing something wrong? Am I bugged? Is it a mod conflict?

    Mods:
KAM's experimental pack: Unit speed overhaul & experimental deployment zones
    People of Rome for DEI
Fresh Flesh - Scarred for Life
    Special effects enhancement mod 1.5

    Thanks!

Do you meet the imperium requirements aswell?

According to the reform guide there isn't an imperium requirement for this one. It just says turn 115. I haven't reached imperium for the other one.

There is imperium requirement for the reform :
Neitos - Imperium level 4, minimum turns 90"
    "Celtic\Gallic\Dacian\Iberian\German

That turn 115 reform is global reform for the AI.

There is an imperium requirement. You're looking at the global reforms, but you should be looking at the player reforms in this case. I think the Leugoz use the Neitos reforms, same as the other barbarian factions.

EDIT: Argh, tivihong beat me to it.
