Stainless steel 6.4 doesnt start

Hey folks

Yesterday i installed Stainless steel first 6.3 then 6.4 then the HIP submod.
I tried a campaign in 6.4 and it worked fine ( had actually confused 6.4 and HIP).
then i discovered HIP again and installed it but didnt try any campaign until day after
HIP crashes for me whenever i try to start a campaign so i uninstalled ST and reinstalled it
6.3 works fine but 6.4 (without submod) just starts the first loading screen but then crashes to desktop within 2 seconds
i tried turning off UAC and ran it as administrator but nothing seems to work
im kind of frustrated as im looking for a MTW2 mod that has the basic medieval campaign but with new historical units etc
should i try installing it outside of program files ?

SS 6.4 now loads when i choose late campaign and permanent arrows and watchtowers
