If you want vanilla garrisons, play Vanilla Rome 2. Historically garrisons were levied citizens and conscripts, not professional soldiers. So unless they were garrison troops in a hotly contested region, they wouldn't see much actual combat and no practice aside from maybe the occasional drill.
This mod is designed to be more historically accurate. And according to history, local garrisons in towns usually weren't much of a match for invading professional armies.
Because you wouldnt find professional armies as garrison units and it will make the game way too easy if (and you actually still can) beat any enemy army with just your garrison.

I understand a town in a peaceful province dont have a garrison but defense by citizenbut Rome?
I find it strange the Imperial City dont have have Praetorian Guards and Vigiles.
And why do Romans have Slingers instead javeliners or archery.
We have also a garrison building line at public field if you like to add more garrison units.
Romans have one of the best garrison troops out there, plus I think they do have Praetorians later on, at least that was the plan long time ago. They would be avaliable only in late game anyway. Also not sure if you know it, but arms were forbidden in Rome, hence average joe could not grab his trusty weaponary and rush to the cities defence.

Also Italy had no actual invasions in like 300 years

And can I ask you, if there is possibility for upgrade garrison? In turn 100 I find slinger useless... I would like to have archers or javelin levies (playing as Rome)
Its quite easy. What you need to do is change the units that is assigned to each building. In your case you would change the slingers that are assigned to the high tier buildings, with archers and javelin men. You need to edit the building_level_armed_citizenry_junctions table
So I ran into this problem when I was playing Stainless Steel mod for M2TW. Overall the mod was great but the population grew to fast for my tastes. So I went to the mod support forums and learned how to edit the text file that controlled that.
At the risk of sounding defensive or fanboyish, if there is something about the mod that you'd like to change like garrison sizes than perhaps learning how to do it yourself might be better than asking people who have already essentially remade the game to further tweak it for a small minority(so far.)
I did it with M2 and I learned a lot about modding and it thoroughly increased me enjoyment of the game.
Could we maybe do garrisons like vanilla upgrades? Have garrison units upgraded through technology instead of the reforms? It's not a perfect solution, but I think it could work reasonably well.
I don't mind the relatively weak (and almost always under-manned) garrison units, but there needs to be some kind of more robust city guard building chain that adds professional units to the garrison. Given the nature of DeI -- the fact that you're punished for leaving an army in a city, combined with the nature of Rome2, where you can no longer simply recruit an elite unit or two for bolstering city defense -- the glaring issue with the current system is that there's no realistic way to have a strong garrison.
I noticed a "guard hut" building, but it only added 2 more of the same weak units. Seems like a big missed opportunity, that would otherwise be a simple solution (and a boon for player choice).
*Unfortunately this engine is flawed beyond reason and there seems to be no way to do simple things like see what buildings are available, or what is next in a building chain/line (as in all previous TW games) so I have no way of knowing if those guard hut type buildings lead to professionals at the next stage or not.
