    I know the AI is stupid but i am not that smart so as the title?

    Easiest thing would be to reduce the AI income bonus a bit and then use submods to make it easier for you. Submods that reduce the PO penalties, upkeep etc. You wont gain much by making the AI suffer. Just find submods to reduce the penalties that effects you.
