The Pitch
The idea is, a few of us get together and play a single faction together, effectively by committee. Every active Hotseat player takes on one wing of the government, gives their commands to the poor sod running the save file, fights for their share of the budget or for certain items on the build queues, and generally runs their part of the communally run faction to help the eventual victory of the faction as a whole.
So we might have one player handling unit recruitment, one player allocating building construction, one player moving the armies around, one player building, moving and ordering agents, that sort of thing.
(You can make up your own suitably authoritative title, like Grand Marshall, Minister for Sychronised Taxation, Dread Warmaster, or whatever suits your tastes.)
I mentioned someone who runs the game - this is the one player who does the actual processing of the council's orders and turns them into a finished campaign turn. (possible titles include Chairman, President, GM, King, Tyrant... For now I'll use GM)
The Save File
As I said, it's the GM who manages the save file. This is partly to control access to the game (so the recruitment guy can't sneakily cancel all those already-agreed-upon public order buildings to free up money for more soldiers), but it's also to help minimise the number of files flying around in this thread. If we needed to move a recruitment file, an armies file, a building file, etc etc for each and every turn, things would get pretty messy and we'd end up losing lontrol fo the situation somewhere pretty damn soon...
The GM will still upload the save file at the start of every turn, so the rest of the council can get a first-hand look at the situation and start formulating their plans.
The Inevitable RPing
Let's face it, almost everyone who'll participate in this experiment is planning on running an in-character AAR about it as they go. This may also build on the hotseat as a whole - as we have fights over where budgets go and what our priorities should be, the AAR characters will be fightng as well and in a much more thematic way too. Maybe we end up with factions developing, or even assassinations?
However, we need to work out what we're doing about IC and OOC discussion. I'm open to ideas here, as I have no idea what's best. Maybe we run a communal AAR in a Google Doc somewhere, which includes any roleplaying that occurs, while we keep this thread for OOC discussion and technical issues?
