    Default Macedon Elite units missing!

    I've installed SPQR 9.0 and started a Campaign as Macedon but after upgrading my capital to huge city and
    built all buildings i've noticed that my unit roster don't contain any new units, it seems strange that they don't have Elite units.
    Is this a bug or on purpose so they don't become too powerful?







    PS. I know the mod i balanced towards the romans, but i've tried the egyptians and they have elite units.

    Marius reforms need to happen, before the elite units are unlocked.
