Stainless Steel 6.4 Economy bug: Campaign starts millions in debt.

I recently did a complete reinstall of M2TW and I'm trying to start up again on Stainless Steel. I'm running SS 6.4 with the bugfix compilation, not submods.

Here's the problem: Whenever I want to start a new campaign, regardless which faction, instead of starting with some 5-10,000 in cash I start out hopelessly in debt, somewhere between 1 - 2,000,000 negative, making the game totally unplayable.

After several restarts the problem persists.

Any suggestions?

Maybe try the cheat code add_money 2000 and repeat it continously until your out of debt?
