    Default Problem with Saka recruiting

I started a Saka campaign, but it seems almost impossible to get anywhere without cheating. The 3 armies they start with are tiny and spread out. But I can deal with that. The real problem is that the only unit I'm able to recruit in the capital/starting city is a bodyguard unit that costs some 2000 mnai to recruit. There don't seem to be any buildings I can make to fix this. Is there something wrong with my install or is this intentional?

Also is it intentional that the Sabeans start without a government in their home province?

We'll have a cheaper horse archer unit available in the Saka capital. As for the Saba absence of Gov, i'll look into that. It could have been an oversight.

Nomad factions don't have regular govts. Check out the "what's new in 0.8" post I made that is stickied, and you will see a section on nomadic buildings. They are quite different. You can choose a type4 govt, but most of the time you will want to build nomadism or pastoralism in provinces instead.

Recruitment for them very well may be messed up. We've not been concentrating on recruitment as 0.8 got closer, but when 0.81 is out, I think a lot of our efforts will be turned towards getting recruitment tidied up more.

You can build the courts/camps series, but you can't recruit anything. Also, indigenous settlements can be built in addition to the nomad series of buildings, but likewise don't allow any new units to be built.

That is totally not true. At the lower levels, recruitment IS an issue, but it is not "nothing" for the "series". Build up to level 2 or 3 of those complexes and then tell me there's nothing there.

While technically correct, if I wait long enough to get to level 2 all I can recruit are Saka Riders, which cost more than the body guard unit you can recruit originally. If strikes me as rather odd that horse archers cost so much and have such a high upkeep when the entire reason these steppe groups could get so powerful was that they had a base of troops ready, and that could support itself on the steppe.
