basically, you can either disband your armies and build your economy up to a point where you can support an army, or you can use your starting forces to expand your kingdom and weaken your enemies.

I wouldn't suggest disbanding armies, to many enemies around, expand expand expand. That's the way I make money.

Don't overthink...
It must obviously depend on your faction. See my thread about Baktria. I have been fortunate perhaps that the rebels on my Eastern borders have been quiet, and the Selukids to the West seem to have their eyes on other things at the moment so I have had time to develop the very rich mine deposits in my territories.
I am very wealthy at the moment and I am using that wealth to build up my military infrastructure, barracks etc, and soon I will be in am position to start recruiting some strong forces to allow me to go on the rampage.
I am playing on m/m settings in this first campaign to allow me to get to grips with the mod, I would imagine that on harder settings the rebels and my Selukid neighbours will not be so passive.

Thats why I am saying attack, usualy starting army is strong enough to take one to towns/citys, and that will help with economics, because I have tried before to disband army ( I was playing with Casse) and what do you think happened? Rebels came after me aaaaaaaaaand I lost everything. that was in 0.74, don't know yet how it will be in 0.8

Same opinion and the same experience with Carthage!!!! I discovered that after taking three cities, the rate that rebels would appear was diminished, so attack, attack and attack
