Cannot Recruit Late Hastati/Principes/Triarii?

I reasearched that Purple Tecnology "Roman Unit Upgrades" and i have a manipular barracks as well but still, i cannot upgrade my men. Am i missing something?

"The reforms" is not a technology but a certain amount of turns passed before you are able to recruit later roman units.

Imperium level 3 and I believe 40? turns. Take a look at the manual to be sure.
