    Default Unit upkeep permanent even when numbers have deteriorated

    I noticed that all units have a predetermined upkeep, even if the numbers have dwindled. Shouldn't the upkeep be relative to how full the unit is?

    On the other hand replenishment is free, so it compensates that fact imo.

    It makes total sense to consider that the cost of replenishing the ranks of a decimated unit.
