Default How to re-conquer settlements after the second rebellion?

Iīm at the beginning of the second rebellion and the first settlement I reconquered was Rome. But in the next turn the city rebelled again and kicked out my national leader with his Praetorian Legion. Seems this doesnīt happen with all settlements, I reconquered Crotona and skipped 2 turns without saving to see what happens. They didnīt rebell. So Iīm a little confused, is Rome an exception and you canīt conquer it immediately or am I doing something wrong? What are the requirements to hold a reconquered settlement?

    Patience my Friend.

If you're too eager then you'll find that your newly reconquered city just rebels immediately.
The rebellion is managed by a script that takes several turns to fully play out. Governors are set to 'Rebel'; then the city is updated such that it rebels (due to the Governor); then the rebel legions are generated.
If you retake a city too soon you find yourself in charge of a rebel city since the script mechanism is still doing it's thing.
You'll need to wait a couple of turns before taking back your cities.

You'll see that you own cities will get the 'Auto-manage' setting (the little cog wheels on the city status). This is also part of script running, it goes through all cities to check and update on their status.
Set your own cities back to manual-manage and play out your turn. You'll likely have to do this for two turns.
Once you notice that the 'Auto-manage' is not being set on your cities, then you'll know that the scripts have finished and it's now safe to retake those rebel cities.
It's usually two or three turns from the start point of the rebellion.

Meanwhile, you'll have rebel legions popping up, some of your own troops and diplomats will rebel - so you'll have plenty to occupy yourself while waiting for the cities to be ready
