Training field and reforms

Is there a reform requirement in order to create training fields ? I play as Sparta, became the Hellenic league with Athens so I now have Athenai (by that I mean I do have a province capital), but only Imperium 2 because I avoid expansion in this campaign (so no reform), and the option to build a training field isn't provided :-(.

You mean the building that buffs units recruited in the province? I think DeI removes a lot of those buildings.

Yep, most of those buildings were removed in 1.1, and their bonuses transferred to level 3 and 4 barracks buildings.

How do you get the military/strategos akademias then ? I'm almost certain I could build them in another campaign.

Those can still be built, only in major cities I think.

Which is why I insisted I do have a province capital.

But nothing besides, despite having the technology to do so. Looks like there are indeed requirements that aren't described.
