Why are they all Bishops? Shouldn't they be Cardinals? I mean I just got my Bishop elected as Pope but it's from the Cardinal ranks they are selected.

Also wouldn't it be nice to be able to turn the tables on pesky Inquisitors by having your "Cardinal" crack down on them for harrasing your people (say an Inquisitor fails to prosecute heresy twice in a row, your Cardinal can send them packing for x number of years)?

Some interaction there would be great.
