How do you know how much public order penalties you'll get with religious differences?

The public order penalties you get with religious differences don't seem to correlate with the level of religious following you have for the state religion in each province.

eg. In my WRE campaign Sahara has 51.9% pagan (my state religion) with -9 religious penalty. Lugdunensis has much lower pagan following of 40% yet only has -3 PO penalty.

I'm assuming the presence of different religions create different degrees of public order penalties. I've compared my provinces and it seems that Arian, Celtic Pagan, Germanic Pagan and Latin Christianity do not create too much PO penalty, whereas the more 'exotic' religions such as Zoroastrian / Semitism create massive amounts of PO penalty even with a relatively small portion of religious followers.

So is there a table in the Attila database that defines which religion will cause exactly how much amount of PO penalty? I've been trying to use the Pack File Manager but not sure where to look. Any mod experts out there who knows, please enlighten!
