In theory, yes you could turn it into a new campaign. The map is somewhat limited. My idea for the tutorial is to have it set during the Pyrrhic wars. We are also considering moving back the main GC start date to 280 so the Etruscans and Pyrrhus are still around.

Wow - if I had a vote (which I do not) it would be for moving the GC back a few years to make Italy more diverse and set up the moment at the end of the Diadochi wars when almost anything was possible. Etruscans Samnites, and magna graecia under Epirote control would make for a more diverse Italy that really challenged the Roman player early on in the campaign, and it would increase the survivability of the Epirotes, which I personally favor.
The idea we are kicking around right now involves having Pyrrhus near Tarentum with a somewhat large force when Rome is the player. However, the force would just be a smaller army if Rome was the AI. Right now in 1.1, we really like the way Rome expands and is a force to be reckoned with. We are a bit wary of doing things that may stifle or even eliminate early AI Rome. Tarentum and Arretium would start outside of Roman control in that scenario.
But, yes, a much more interesting start for Rome as the player would be good.
