This is a problem many have but ca has done nothing, the problem is the dlc greek pack file is deleted everytime you start game, seems to have began with patch 17. Some other examples of people with this issue:

The workaround is to reinstall everything, including deleting files in appdata (saves and such), complete lobotomy, then after reinstalling before launching copy and save the greek pack file in steam/steamapps/common/romeii/data in another place and copy paste it back after it's deleted when you start over, one guy said it worked at least
