I'm a bit ashamed to ask this, but can someone send me his unmodified descr_sm_factions for 2.1B? I was trying something with the secondary colors in order to make the provinces' borders visible, but I messed up with my backup files and now, the game simply won't start with my current descr_sm_factions...

It's not exactly rocket science.
All you need to do is modify the secondary colors within the file. In the default (EB-) setting, the secondary color has the same value as the primary color, so border and internal area have the same color, creating the effect of "no borders".
