    Default Why are agents swarming my cities without talking?

    I constantly have diplomats from other factions around me cites, flashing their nice documents and all. But why don't they start negotiations then? Am I missing something here?

    Maybe they're trying to bribe your settlements. I get that behaviour all the time, they just bow and that's it :p

    In rtw it was an sign that they had intentions to attack.

    That was the way it was in RTW/BI so i think it's safe to assume it is the same in MTW2.
