You cannot allow the pikes to plug a gap, such as the main gate, while you try to force it frontally.
Two options:
1) bring lots of siege equipment to overwhelm their defenses. Especially ladders and, if you have them, machinery to bring down the walls. Most importantly here will be to scale the walls with enough men so that you can start neutralizing/capturing towers.
2) siege the city and blockade the port. This will force them to sally forth at which point you have the open field.

In 1.1 even pikes can be beaten frontally, at least low to mid tier ones. Just use some cheap units to wear them out, then send in the assault infantry once the enemy pikes are tired. As Rome, I would suggest first sending in your auxiliaries or hastati, then withdrawing and sending in the principes.
Of course, the strategies suggested by Razaman work, too. Only use this strategy if you find yourself in a battle and don't have the necessary equipment to take the walls. As Rome, taking the walls should be pretty easy; you have some of the best infantry in the game at your disposal. Roman morale also makes their troops ideal for engaging in a slugging match with tired, worn-out pikes.

If you're in an open field, get peltasts and archers. Firing into the back of pikes will always wreck them. Pelts to weaken the front, then a charge by infantry, archers to the rear. Or Pelts to the front and back, since javelins carry a big punch. Charge with hastati/principes from the front, pelts to the back, watch the pikes drop like flies.
If you're sieging, then bring artillery. Always great fun.
