Default Asking Pope to call a crusade

I wonder if anyone knows how it is decided which cities I can ask a Pope to call a crusade against.

Presently in my game after conquering Jerusalem and Gaza from Egypt and waiting several turns I can ask a Pope to call a new crusade. I can ask him to call a crusade against several other towns like Acre, Antioch, Tunis etc belonging to Egypt or Turks. I can even ask for a crusade against rebel held cities like Yerewan or Tbillisi. But I can't ask for a crusade against Cairo or Alexandria - both also belonging to Egypt. Why is it so? Historically crusaders went to Egypt on more than one occasion.

The pope gives you a list of cities he would like attacked...

Does that mean that at some point he may become interested in attacking Cairo or is that somehow hardcoded?
