Default Costs and land units inconsistent?

I'm playing as Rome with small unit sizes.
Why are most of my infantry size 70 while Barbarians with comparable stats have size 110?
Also, Barbarian Aux upkeep is about 20% lower than equal stat smaller Roman units.

For another mod I was working on a formula that would generate upkeep costs based on the value of different stats so that it would be consistent across the game?
I am not sure I am seeing consistency here.
Has this standardization process been done?

Cost are calculated by complex math formulas. They fit perfectly. Armour is the most decisive value, that is why units with more men can cost less and still be weaker then more expensive units with less men. Also "civilized" nations that tend to have smaller units also have much better economy.

I had a brilliant example of this in my Sparta campaign. Attacking an african minor faction they had only one settlement and I thought it'd be an easy battle taking on them and their reinforcements.

Before I knew it I was being heavily surrounded on all sides and many of my Spartan hoplites and elite hoplites were killed. I did in the end manage to reorganise mid-battle, but my right flank was fairly decimated compared to the rest of my force.

Watching the Spartan heroes go against African spear garrison was like meat in a blender, although they were a large force they got cut down rapidly.
