Dignitaries not lowering Empire Maintenance fully

Dignitary upgrade 'public orator' unlocks 'political reformer'. However the 'political reformer' first level is meant to reduce empire maintenance by -3%. But it only reduces it by -1%. Reloaded tried it and tried it again. Empire Maintenance 34.5%, with three dignitaries with the 'political reformer' skill it goes down to 31.5%.

On the other hand, when it comes to military governors (generals inside cities) if I give the general capable beurocrat or I am the state, either the patriot or capable reformer lower the empire maintenance by the values displayed.

A dignitary may say -X% but in reality is just 1%. Military Governors say -3% and the value goes down by 3%.

Is there a file in the pack I can go to to check this, or maybe fix it on my own? Or is the tooltip incorrectly showing values?
