Default Should Stances (incl. Patrol Region) Give Exp to Generals?

Is there any way that stances (specifically Patrol Region) could grant exp to Generals, in much the same way that Generals gain +1 exp from being garrisoned in cities?

This would provide a mechanism for Generals to gain exp even when not fighting, now that garrisoning troops in cities reduces PO. It is also realistic, since organizing patrols (or setting an ambush) provides a General with more valuable experience than sitting around in a city.

Apologies if this issue has been discussed previously.

You save money by having just the generals unit. Even without patrol stance you will have better public order by leveling up his governing skills.

I'd be more interested in docked ships gaining experience instead. Even if it's only in a shipwright or drydock. Can that be done?

Docked generals already gain experience in port.

One good way to have governors is make them admirals for port cities. Helps get around the army cap.

Experienced is scripted. I am not sure there is any way to check what stance a character is in through scripts.

Also, though it is sort of a cheat I suppose, though I think it's fair play and represents some sort of 'active governing' mode, is to recruit 2 cheap units, switch to patrol region stance, disband the units, and place the general inside the city. a general alone gives no negative military presence effect and you get the small additional bonuses from the patrol stance.
Spoiler Alert, click show to read:
