Isn't the whole North too big for just one player? In Age of Petty Kings 2 HS Jadli exluded the North because for that same reason and in 3.0 it will be even bigger with the Wall and the lands beyond it. Maybe it would be better to make another hotseat just with the northern factions?
Anyway if you need more players I will gladly pick Stormlands but if someone else wants it it's no problem, it's not like I am not in enough hotseats as it is.

Anyways, it doesn't matter if you're all assigned to regions with no factionsRead the OP, you guys have to choose one of the factions in those regions. (for example: In the Vale, there is House Arryn and House Royce, which one you gonna pick?)

Oh, so you're a newblood...Anyways, I would personally recommend Stark, it is the strongest of the three. About nerfing the North, I guess it's up to Dragon, since I don't really know how to do that. I suppose we could make Dustin AI if Dragon and you guys are ok with it. I'm also seriously waiting for the other players to tell me their factions. And A man, I shall be playing as House Mudd, and you as House Arryn...Alliance pls?
