Problem with unit recruitment

Im working on a mod right now and im in the process of getting all of the units into grand campaign. This is basic procedure and so far Ive had no problem in doing this with several factions; however, Im trying to do make some units recruitable by Pergamon out of 5-6 units only 1 has shown up in campaign. I have them all set correctly in building_units_allowed. Theyre all pergamon military group permissions, they all have CDIR qualities, theyre all in unit junctions etc. Any ideas of what I might be doing wrong or have overlooked? I went through this whole process with Sparta having no problems.

EDIT: Please disregard. I figured out it was a bunch of duplicate keys, that were present before I started.
