    Default can not recruit civilized baggage train nor build starage building...

    I am playing a new game as Rome it is turn 256BC I have built a fleet with a supply ship and grain storage pits but I can not build a storage building in any town nor can I recruit the army civilized baggage train for my armies.

    Is it a bug? or am I missing some unlisted tech... or something else.

    Build a yellow building in a Major city. Then build the supply building.
