Reached Polybian Reforms, Can't Upgrade Units
Hey all. I've recently started a Rome campaign as the Cornelii and due to capturing Lilybaeon (sp?) and the Sardinian regions from Carthage, I've reached Imperium III and I'm past turn 40. I got the notification about reaching the Polybian Reforms, but I can't upgrade any units. They're all in Roman-owned regions. I've not had that issue before. Is this a bug?
Submods:
All Diplomatic Options DEI
Gladiator Recruitment
Imperator's Alternative Religion System
English Faction/Unit names
Reduced Upkeep
No PO Garrison Negative
All 6 DEI parts are installed. I've not had the problem on previous campaigns as the Julii. The only difference between that one and the current (Cornelii) campaign is that the All Diplomatic Options and Gladiator Recruitment submods have been installed.

...that was it. Goodness, I feel silly.
That's usually the first (well, second - need the supply reforms to access it) upgrade I go for. Thanks!
By the way, is there anyway of removing another faction's army from your province without declaring war on them and wiping it out? An African client of Carthage accepted a peace treaty just before I took Karalis, but now they're ruining the province's supplies. Should I just declare war, wipe them out and hope they accept another treaty?

Sadly there is no other way. Maybe just wait and hope they'll leave 
Otherwise you could declare war, whipe them out and then sign another treaty but that will probably ruin your diplomatic reliability.
