Level 3 capital: "+1 imperium"?

When I upgrade a provincial capital to level 3, one of the effects is +1 Imperium. Haven't found a topic explaining this--could someone? It does not appear to add to one's "imperium points" or something like that, and it doesn't bump you up from imperium III to IV just like that, either.

It should be adding points to the next imperium level, but +1 is a very small increase, so it's hard to see the effects at first. You can check the number of points required to reach the next level of imperium in the fame_levels_tables in PFM. If that imperium gain is not functioning, it might be a bug.
