Multiplayer Battles
I've previously posted about the dichotomy between temple buildings and cultural conversion. But most of that was after a frustrated run as Carthage, wherein only 1 (I think) of the temple chains provides any cultural conversion points. For the enterprising player, that means the only temple you will ever end up building across your expanding empire is the Temple of Baal Hammon because of that single perk, turning the polytheistic Carthaginians into monotheists for all intents and purposes. The +2 punic cultural bonus from the Level 1 Sacred Ground or whatever is lost, and instead the monetary and military bonuses begin.
COMPARE THIS with the Iceni, who I am currently playing as. Once again, don't have the building chain in front of me right now but if memory serves, every single one of their temples maintains a cultural conversion bonus (at leas the +2 from the original).
Now most of the factions aren't so polarized: for Greeks, you have a few choices which provide culture and a few that don't. But the issue is clear: playing as some cultures will be infinitely easier from this standpoint, since the player running an Iceni campaign will be able to strategically choose which temples are built where (or even ignoring strategy, it's fun for immersion to build cults to certain gods in certain areas of the empire
) whereas the poor bloke trying to play Carthage will be stuck in a constant, almost-unwinnable culture war, frantically building shrines to Baal Hammon in every possible settlement just to avoid crippling public order hits from cultural differences.
What can be done about this?

I thought the other temples also gave cultural conversion bonuses. They should anyway. It'll be fixed if they don't.
As for the Greeks, all their temples give at least +2 cultural conversion. Are you maybe using another mod alongside DeI that changes some building effects? Could be that's why you're seeing this issue to begin with.
Also what does this have to do with multiplayer battles? Think you might've misnamed the thread.

Sorry for the misleading title, it was supposed to be "Temples and Culture" but for some reason it displays a previous thread name...TWC confuses me sometimes lol
