Have public order penalties increased?
I played a game as Egypt last night (about five years of the campaign) and I really struggled with PO in my home provinces. I did start the game with the conquest = PO nightmare mod, but I turned it off and PO still seemed to be a problem. PO with that mod has traditionally affected newly conquered regions, and yet the highest PO I had in my starting provinces after five years was -53, and I had to deal with several rebellions, even as I had multiple level two temples. I couldn't even build higher level temples because I was running out of food since all of the regional building spaces empire wide was being used for temples. My question is, was this a unique thing that happened in my game, or was the PO tweaked to make it more of a factor in the game?
I will try to start a new game without the PO nightmare mod to see if that was the problem....

Occupation results (conquest) have been changed with PO, but basic PO wasn't changed as far as I can remember.
Some regions may have PO troubles with the new region effect bundles, but these are mostly historically troublesome areas.

I haven't updated that since .9 I believe. I've been busy finishing up grad school this year. I'll take a look at current DEI settings then update the thread and Steam version sometime this weekend. Sunday more than likely. But lyea my mod doesn't affect regular PO.
