When you "gift" florins to an AI-controlled nation to improve relations or whatever, do they actually get those florins to build things or is it just abstracted (i.e., out of your treasury, but only pays for improvement in relations, the AI does not actually have more money to buy units to attack you a couple turns later)?

As far as i know, they AI gets it ofcourse, but its hard to check if they really get it, unless you give them a big some of money, like 20,000 florins and see if there 'Treasure Stance' in the diplomacy changes from bankrupt to i.e. wealthy.

They do get it but if you play in medium or anything easier I dont think the AI is very good with money so they probably have a negative income anyway. Meaning that money would probably be gone in 3-4 turns.

I think they do receive it. I say this because in my Venice campaign most of my armies were in western Europe destroying Denmark and France when the Mongols appeared in the Russia area. I didn't have enough time to send my forces right across the map and it would take a few turns to train some decent armies in eastern Europe, so I basically sent a diplomat to the Russians and gave them 20,000. The next turn I noticed a massive increase in the size of Russia's military and they started to fight against the Mongols, I gave them the money so they would do some of the fighting for me and also act as a buffer to give me a few extra turns to build up.
