Is it fair to auto-manage even w/o a governor?
I have auto-manage on when there's no governor because it's default, but I'd like to select what I'm building instead.
Is it considered cheap to manage yourself even if there's not a governor around?
I find myself paying particular attention to my governors especially because I don't want the AI to take over my no-governor cities.

if the people want a church, someones going to build it whether its a governor, a local authority, or themselves. besides they could get the governors okay if he's out

Manage all settlements. i played the default in Rome once, thinking anything else would be "unfair".
Never again. The AI builds buildings and units you don't need. Although it takes alot of time to micromanage every city it is necessary IMO.

Choosing what to build is half the game... if not more. I always thought that option was only in there for people who want to mainly focus on the 3d battles, and don't really care about the campaign game.

Ya, choosing what to build and specializing cities/castles is a big part of the game for me. I'm pretty sure AI doesn't do it, or at least doesn't do it well. Play the game how you like... it's your game... enjoy it.
