I notice that these buildings come with some negatives (higher unit maintenance, empire maintenance) along with the positives (general skill level). But the unit experience positive does not seem to work for me. Do you have this experience as well?

Not tested them myself yet, just a friendly pointer in case you misunderstood them at first (I had to read it twice myself); it's a single experience point, not an experience level, ie filling the green bar, not adding a chevron.

I never build them personally. The low tier ones bonus is barely worth it and the higher tiers have too much negative as you mention it.

The issue Rome 2 has are the limited building slots. If you had tons of space like in Rome 1, more people would use many kinds of buildings. But due to limitations and CA hardcoding this most people put a farm of some type in most towns and the other one is usually a temple, barrack or a quarry. What we need to do is to make certain "rare" buildings more attractive. Perhaps this will be done in 1.2.

They also give more experience to generals, if I remember correctly when I made them.

I think this building will need a litle rework in the future, it gives too much negative bonus

the +1 experience to general is awesome but all these negatives effects

Its because of the overpowered nature of it, if you had them in multiples or in multiple locations it would be abusable.

Well how is this for a comprimise. Keep the negative/Positive stats the same, But stick a low level garrison unit on it.

So for Romans it gives you 2 X Italian Swordsman

Perhaps I am not making myself clear: it appears to me that one adverttised feature of the building does not function. I hover my mouse over the experience icon. While I can see units with the Champions level up, I cannot see any such activity for the war academy/wargame building. The only positive effects I can see is the morale bonus and the general skill level bonus.

Some of its effects may not be listed, but they do function.
