    Lankia is permanently stuck as a level 1 Village. This is because the pallisade is already built, yet it is called a village. Since the pallisade cannot therefore be completed, and the existing one cannot be destroyed, there is no way to complete the upgrade into a town, and follow its course from there. Tole is shown here for comparison. Lankia should either lose its wall or gain 'level town' instead of 'level village'.

    Unless this was a trick to force-prevent it from ever upgrading.

    I'm restarting (turn 26, Lusotannan) with the wall removed.

    Hmm, there's no recruitment pool for Lusotannan confederation at Lankia, either.

    Apparently recruitment only works in iberia or lusitan, while Lankia is 'celtiberia'.

    The Lusotannan migration building provides Celtiberian recruitment, but the top level Confederation does not. Possibly an oversight? There's no way to build the migration building in these provinces, at least not in Tole and Lankia, because they start out with too much Urban Tribal States culture.
    So as it stands, there's no recruitment in Leon and inland Aragon for Lusotannan unless you let them get taken by someone who isn't Urban Tribal States, converted below 50%, then grab them for Migration buildings. And don't upgrade those migrations into Confederacies.

    Hmm,

    Is this possibly intentional? Arevaci can recruit from all three regions with a 'Migration' level government, but lose lusitan recruitment when they upgrade to Confederacy. The same struggle applies vis-a-vis being unable to even build the migration building, though.

    Lankia being un-upgrade-able was a mistake - the same will be true of Brakara so I need to fix those.

    No recruitment pool for the Arevaci Confederation in hidden_resource lusitan is intentional - the same is true for Leusitane in hidden_resource celtiberia. In each other's heartlands, they can only build a migration. Given they are now the same religion, though, I may need to reconsider that.

    However, I'm going to have to change the religion condition for the migration, though. I may just remove it altogether and replace with a regional condition instead.
