Lankia is permanently stuck as a level 1 Village. This is because the pallisade is already built, yet it is called a village. Since the pallisade cannot therefore be completed, and the existing one cannot be destroyed, there is no way to complete the upgrade into a town, and follow its course from there. Tole is shown here for comparison.
