    Icon3 Upgrade to Citadel

Upgrade fortress to citadel is difficult in SS 6.4, but possible. The line is 22500 population

First, prepare a 'population grower' general:

    1. He must have 'Active Builder' and no other squalor traits when grow up. But don't expect it can become Urban Planner since there's little chance
    2. Train him to full chivalry. This is not hard for an experienced player
    3. Give him Architect & Artist

And u can try to get a title of Tbilisi for him, -1 squalor (0.5% growth)

At the population of 22400, the squalor is 11.5%, which can be reduced by Active Builder, Architect & Artist to 9.5%. On the other hand, 4% grow from general, 3.5% grow from others, and ?% from base farming level

So, if u have the title of Tbilisi and the base farming level 2.5% or higher, there is no matter. Just sit there and wait for the upgrade event. But if u don't have the title and the farming level is 2%, or u have the title but the farming level is 1.5%, the population may stop growing between 22400 & 22499 If this happens unfortunately, don't worry, u just need some calculation just put another general who has less than 8 ancillaries with him, and do the following:

    1. Check whether the population is >22474. If so, better load a savegame a few turns ago, and make a little reduction. Just make the final population <=22474
    2. Give the architect to the other general, which will cause a population reduction of 1%. Next turn the population will fall into [22176, 22249]
    3. Give the architect back. Now there will be a growth of 1.5% Next turn the 22500 line is surely to be reached

There is an easier way. Go into the game files. C/programs/sega/medieval 2 total war/ mods/data/world map/campaign map/desc_strat

    Open the desc_strat file.

You'll see a list of all the settlements in the game. Now find the settlement you want, for example Adrianople. You'll see the buildings it has are described. Now just delete the details and change it to citadel, hit 'save' and open your game, start a new campaign and voila! You have a citadel.

I used this to give the Byzantines access to their most elite units, right at the start of the game. You can also specify that all the buildings you want are built. The descr_strat file saves a lot of hassle on the campaign map.

Or you can upgrade any Fortress to a Citadel, in-game, anytime you want...

Say your Fortress at Acre is stuck at 20000... type in

    /add_population Acre 2500

That works anywhere (for cities too) and you don't have to change any files.

I change the pop requirements (in one of the settlement files)for Citadel to 20,000. I find I still need all the growth buildings plus some traits to get it up to that pop, but I don't have to have EVERY growth trait like in vanilla 6.4.
