Can't see allies turn/cities/armies?

I am wondering if this issue is intentional.

I start as the Alans, allied to Vandals. I can see everything the Vandals do. However, as I horde, if I allying anyone else (even up to Military Alliance), I am not able to see my allies' turns/cities/troops etc.
The exception to this is if I have negotiated "Military Access" with them. The problem is... as a horde, you have to be at war with someone to negotiate Military Access.

Has anyone noticed this, or have any suggestions for a work around? I prefer not to have to go to war with a faction just for the prospect of eventually being able to cooperate with their armies effectively.
