Rome: Total War Campaign Map

Hello all.

For around a year I've been struggling to get Rome: Total War to work properly. For some extremely odd reason, the game drops to around 5 - 10 FPS on the campaign map. It doesn't matter what graphic settings I use, it remains the same. I have done both a clean install of Steam, Rome and Windows 8/8.1/10. Still, the problem remains. I have also installed the game outside of program files with administrator privileges.

I can Medieval 2: Total War with the SS6.4 mod absolutely flawlessly with no problems, yet Rome doesn't seem to agree with my laptop.

I've come to the end of the line with this. I'm hoping someone that still remains in this part of the forum knows what the problem is. Hopefully you do and I'd appreciate the help.

I would also like to add that the problem exists on both the Steam and CD versions (SEGA & Creative Assembly).
